Preheat oven to 325°F. Line an 8x8 square baking pan with parchment paper.
In a mixing bowl, combine the first four blondie dry ingredients.
Heat butter until it is almost fully melted, then add 1/3 cup peppermint chips to the warm butter. Heat slightly more if necessary to melt the chips. Stir until smooth.
Add the melted butter/peppermint white chocolate mixture to the dry ingredients, and stir until combined. Make sure eggs have been left out a few hours so they are not cold. Add eggs, vanilla extract, and mint extract. Stir until combined.
Spread batter into lined pan, and bake for 25-30 minutes, being careful not to overbake. Allow to cool.
To make ganache, heat cream over low-medium heat until it starts to bubble. Turn heat off, add peppermint chips, and allow them to melt. Stir until smooth, and allow to cool.
Pour ganache over the cooled blondies and spread evenly. Top ganache with peppermint candy if desired. Chill in the fridge for a few hours or until ganache is set.
